Conditional fields (one validation depends on the other)

I have 2 fields:
Country
ID

If Country=Spain then ID doesn't need to be filled

Any other country then ID should be filled

Country is a drop down meu with all the countries.
ID is a text field validated with a regular expression

Any solution?
